The Maritime Administration (MARAD) issued a notice stating that it received from Texas Offshore Port System an application for a license for construction and operation of a deepwater port (DWP) for importation of crude oil. The proposal calls for the facility to be constructed in the Gulf of Mexico off the coast of Texas. 74 Fed. Reg. 984 (January 9, 2009).
